Nacido en la ciudad de Loja, José Luis comenzó su educación en la Escuela Miguel Riofrío, luego continuó sus estudios secundarios en el Colegio Bernardo Valdivieso, y más tarde, alcanzó la licenciatura en Ciencias Políticas y Sociales en la Universidad Nacional de Loja (UNL). Su dedicación al estudio lo llevó a obtener un doctorado en Jurisprudencia y, posteriormente, una Maestría en Derecho Constitucional en la Universidad UPSE de Santa Elena. Un hecho que resalta en su trayectoria es el doctorado honoris causa que recibió en San José de Costa Rica, lo que reconoce su aporte al ámbito jurídico y académico.
Su carrera profesional comenzó hace 18 años, y desde entonces ha pasado por diversos roles, tanto en el ámbito judicial como académico. Como docente en la UNL, Silverio ha formado a generaciones de estudiantes en el campo de las ciencias sociales y políticas. Su trayectoria en la Corte Provincial de Justicia de Loja comenzó como secretario, lo que le permitió familiarizarse con los entresijos de la justicia. Posteriormente, su ascenso a juez constitucional evidenció su capacidad para tomar decisiones clave en el marco legal. Además, desempeñó un papel importante como presidente del Colegio de Abogados de Loja, cargo en el que estuvo al frente por dos periodos consecutivos.
A pesar de su prolífica carrera, José Luis no es solo un hombre de derecho. A sus 43 años, tiene una vida llena de pasatiempos que equilibran su exigente profesión. La natación y el boley son sus deportes favoritos, mientras que viajar por las rutas de América y compartir momentos con su familia son actividades que le brindan satisfacción y equilibrio.
